Waterfall deals damage and has a 20% chance of causing the target to flinch (if the target has not yet moved).

Pokémon with the ability Inner Focus or those behind a Substitute cannot be made to flinch.

When a Pokémon is holding Waterium Z and uses its Z-Power, Waterfall turns into Hydro Vortex and has base power 160.

Allows a surfing Pokémon to ascend a waterfall. In Diamond, Pearl & Platinum, Waterfall is required to descend waterfalls, but in other games it is not.
