Each strike of Rock Blast is treated like a separate attack:

The move Counter only counters the final hit, but Bide counters the complete damage.

The Skill Link ability will cause Rock Blast to always hit the maximum number of times.

In Generations 3-4, if a Focus Sash or Focus Band activates before the final hit, subsequent hits do not cause the holder to faint.

In Generation 3, Rock Blast ends immediately if any hit breaks a Substitute.

When a Pokémon is holding Rockium Z and uses its Z-Power, Rock Blast turns into Continental Crush and has base power 140.
